The French midfielder would be better value than the likes of Tonali and Fernandes, who could cost £100m and £80m respectively.
Kone, who has been described as monstrous, is currently at the World Cup with France. He started in the middle of the park against Iraq last time out.
The tournament could see further interest in the player develop if he enjoys an impressive World Cup.
With Tottenham targeting a host of different midfielders in the summer transfer window, this could lead to some of their current options heading through the exit door.

With Spurs targeting midfield reinforcements, the Swedish midfielder could find it difficult to break into the starting eleven on a regular basis.
