In January, Doue was one of the options to reinforce David Moyes' squad at Hill Dickinson Stadium and they are still in the market for a new right-back this summer.
Seamus Coleman won't be a part of the Merseyside outfit's squad for the 2026-27 campaign and Nathan Patterson has also been tipped to leave before the summer window closes.
Moyes has relied on Jake O'Brien as his starting right-back since taking over from Sean Dyche, but it remains to be seen if the Scottish manager continues to rely on the Republic of Ireland international.
Doue has been on the Toffees' shortlist for several months now as they contemplated making a move in the winter transfer window.
The Blues have already scouted the defender, who possesses impressive physical qualities and technical ability on the ball, and scored two goals and provided six assists in 24 Ligue 1 appearances this season.
According to the ECHO on 22 June, while Doue was considered an option in January, The Friedkin Group decided not to pursue any major deals, apart from signing Tyrique George from Chelsea after Jack Grealish's injury.
The Ivorian defender has three years remaining on his contract at Strasbourg and could cost around £40million.
