Tottenham Hotspur are prepared to allow Luka Vuskovic to leave the club permanently following a formal offer from Brighton.
The Seagulls offered Spurs a fee of £30million to sign the 19-year-old, and despite being rejected, are growing in confidence that they can agree his signing in the coming weeks.
Roberto De Zerbi is believed to have been given controll over the club's transfer plans, and with centre-backs likely to be signed, the teenager could be pushed out.
Former Spurs scout Mick Brown told Football Insider that Tottenham "don't rate" Vukovic as highly as many others outside of the club and are ready to let him move on.
Whether the decision has been made by the club's hierarchy or by De Zerbi is unclear, but despite his impresisve displays for Hamburg, he is unlikely to stay at Tottenham.
The arrival of Marcos Senesi was the first blow, while their ongoing pursuit of Jan Paul van Hecke would likely represent the nail in the coffin for Vuskovic at Spurs.
Football Insider revealed on 15 June that Brighton are planning to sumbit a third bid for Vuskovic after seeing their first two offers turned down by Tottenham.
The Seagulls are expected to return with an improved bid for the player who has become their top target in this summer's transfer window.
Their pursuit of the 19-year-old is closely linked to Spurs' attempts to buy Van Hecke, with one deal potentially set to trigger the other as talks progress on both sides.
"It seems to me that Tottenham are ready to let him go for the right price," Brown told Football Insider.
"My big thing with Vuskovic is that, from what I hear, there are question marks at Spurs about whether he's good enough to play a part there.
"They had a nightmare at the back last season, ended up bringing in Kevin Danso as a backup with Van de Ven and Romero seemingly always out for one reason or another.
"But they chose not to recall Vuskovic from his loan spell, when by all accounts he would have been the ideal player to come back and strengthen their defence.
"That stands out to me as a bit of a concern, and now whether it's the manager's decision or the club's decision, they don't seem to rate him as highly as some others do.
"He's been spoken about as this wonderful up-and-coming player, but if Spurs don't feel like he's an improvement on what they've got, there's every chance they could accept an offer.
"Especially with two new centre-backs seemingly being brought in, I think that says all you need to know about how Tottenham view Vuskovic."
Football Insider reveaeled last month that Tottenham have held talks about the possibility of offering a new contract to Vuskovic to prevent his departure.
However, those talks have not yet made any progress, and with their plans to sign new defensive options accelerating, they are preparing for him to move on.
This comes amid suggestions that the centre-back is keen to leave Spurs, with Brighton seen as his ideal destination where he could continue to develop his game.
After spending the season on loan at Hamburg, he is keen to face a new challenge, and a permanent move away from Spurs could represent the next step in his career.
That would see the defender leave Spurs without ever having played a competitive game for them, but a sale above £30m would represent significant profit.
